This role involved creating a new standalone business, for which I was tasked with the whole Commercial function from setting up systems, dealing with the Accountants, through Estimating each scheme, to post-delivery QS'ing, invoicing and financial reporting.
Whilst the Joint Venture was getting up and running, I completed numerous civils and surfacing estimates, including programming, (£250k to £5m) for Thomas Bow, for Clients such as Lincolnshire CC, North Yorkshire County Council, Leicestershire City and County Council Civils and Patching Frameworks, and Birmingham Airport.

Estimating Manager
Highways England.
As Operations Estimating Manager for Highways England Cost Planning Team, the teams remit was the production of estimates up to a nominal £15m threshold, for which I signed off to £10m alone, with £10m+ having additional Director level sign off.
I was responsible for the development of both OPEX and CAPEX systems and processes for the Operations Estimating Department (OED), combined with the discussions of these with the wider business partners within (Asset Delivery and Asset Support Contracts).
I worked closely with Cost Intelligence to develop the Operations specific pricing models for both Lump Sum M&R works and the Schedule of Rates model for Capital schemes.
I had Line Management responsibility for 5 members of the Central Team with dotted line management of the 4 regionally based estimators, and endeavoured to use my experience to assist, aid and develop the team wherever it was be required.
I was also a Lead Financial Assessor for the New Regional Delivery Partnerships and Pavement Frameworks assessment teams.
• A6/A45 Chowns Mill - £14m - (Works within £300k of successful suppliers' price)
• M5 Jct 6 - Worcester - £9m - (Works within £100k of 3 tenderers prices)
• A500 Etruria widening - £8m - (Works within £150k of successful suppliers' price)
• All offering HE comfort that the suppliers' prices were competitive but sufficient to complete the works.
