My experience
2008 - 2013
freelance
Senior Management Consultant
Turner & Townsend Consultancy.
with multiple commissions (internal and client facing) across a number of sectors, including IT, people and estate. Examples include:
• Doncaster Metropolitan Borough Council: developed a transformation blueprint covering people, process and systems (target operating model) for this local authority. The brief was developed through a process of engagement with members, management team and staff members. An extensive process of external benchmarking was delivered with neighboring local authorities and best practice examples. The final brief provided a series of recommendations for the location, IT and departmental structure of the customer facing services within the authority.
• Department of Health: Post project evaluation of a number of units built under the p21 schemes. Assessing the quality and link to patient care for 3 mental health units and their benefits (quantifiable and otherwise of the new units) and link to the business case.
• York University - Strategic Asset Management plan: An "as-is assessment" was made of key campus assets using the key "lens" of future operational requirements, and teaching requirements. The project included interviews with key stakeholders and the extraction of key estate fabric data. The report fed into the master planning for the estate.
• UK Department of Health - Premises Assurance Model, Project Manager: management of a pilot process and confidence report delivered to Ministers. The commission was focused around the project management of a "on the ground" team from an external supplier who supported local health Trusts in piloting the model. Based in the DH the project involved the creation of a credible confidence model (based on IT project implementation techniques) and the analysis of results including model iteration with senior Civil Servants. The model entered the National Health Service Operating Framework in 2010 and provides structure for managing and improving health estate in line with national requirements on patient safety and experience.
