Procurement Project Transformation Specialist

Supported the £1.5billion Procurement Transformation Programme (PTP) which was launched in 2016 to implement the Future Operating Model for NHS Supply Chain. In my roles as a Procurement Project Transformation Specialist and subsequently in supporting mobilisation through the Project Management function, I supported the successful delivery of the PTP projects across their life cycle from procurement OJEU tenders, contract award, build, transition, testing, go-live, hyper care into Business as Usual (BAU).
I was part of the procurement delivery team for the £330million OJEU level procurement of the 11 Category Towers (Clinical Consumables, Capital, Non-Capital and Hotel Services). This phase ran from market engagement, tender, evaluation, moderation, through to contract award. As a major government transformation programme, the process was subject to full Cabinet Office Controls, with scrutiny and approvals required at high level from the Department of Health and Social Care, Cabinet Office and HM Treasury. I coordinated the procurement methodology and managed the production and version control of key documentation, by Subject Matter Experts to ensure compliance with all the relevant procurement legislations in alignment with Department of Health and Social Care governance. All 11 Category Tower Service Provider contracts are now successfully operational and are continuing to develop their category strategies to support the customer proposition and savings targets.
Following the successful procurement of non-medical towers, I worked directly with the IT Transformation Delivery Lead, supporting 8 projects to a budget of £20million, including PTP IT infrastructure project transitions which included: the transition of the new IT Prime 3rd party Supplier, implementation of a brand-new network across 20 sites around England and migrated 866 users to the new infrastructure.
Procurement Specialist responsibilities:
• Coordinated and recording all market engagement undertaken
• Coordinated the development of full range of tendering and evaluation procurement documentation with cross functional teams
• Managed the administration of all procurement processes across the PTP programme in line with DHSC and OJEU policy
• Worked as part of a team to create and/or review/revise the necessary documentation to ensure accuracy and consistency
• Developed and managed the procurement project plan for the NHS Supply Chain Category Towers tranche 1 & 2 procurement through to the award phase and contract signature
PMO Lead responsibilities:
• Developed and maintained all required project management documents for the transition of the new 3rd party IT Prime
• Tracking key milestones and deliverables in MS Project Online and maintaining project Risk Assumption Issues Dependencies (RAID) logs as needed to support timely delivery and identify and resolve risks/issues to ensure critical milestones were met
• Supporting the management and assurance of 3rd party supplier plans and project deliverables to ensure requirements were met on time, budget and to standard
• Manage the creation and delivery of weekly flash reporting on project status including RAG rating
• Coordinated and managed meetings and workshops as required between client and suppliers
