I was seconded to the British Aviation Authority (BAA) at London Heathrow Airport as a senior consultant to provide construction health and safety advice and CDM co-ordinator services.
Working within the main Capital Estates team and in the position of team lead, I provided sound advice and guidance on a number of large high-risk infrastructure projects worth an annual construction value of £1.3 Billion.
My works included new terminal buildings with associated tunnels and train stations, 2 new 33/11kV energy infrastructure substations and chillers, highways and utilities diversions, a new multi storey car park and general Infrastructure works on aprons and runways.
Owing to the fact that an airport is a 24-hour live environment, this posting provided me with many different challenges which included looking at ways that construction health and safety and design work went hand in hand with any business or operational critical assets.
My Challenges and Successes
With every project, I always ensured that my client, designers and contractors fully understood their responsibilities to not just manage hazards and risks but to eliminate them. My approach was to make sure that I was involved at the earliest possible stage to allow me to facilitate and schedule the necessary meetings to ensure that the appropriate health and safety subjects were being thoroughly considered and to give guidance on what should be considered during the construction and design process.
My contributions to the airport estate were highly valued. I was commissioned to carry out the role of lead CDM/H&S advisor for the construction of the new Terminal 2 and other associated infrastructure. I came to this project during the numerous enabling construction periods and design stages. During this time, I had identified a number of hazards and risks that could have had a major effect on the project timelines and if not dealt with at an early stage could have catastrophic consequences. For example: It was necessary for an old 1950's control tower to be demolished at the earliest opportunity to create space for some road diversions. I had identified that the post demolition investigations had not been conclusive enough to warrant the demolition to commence. Whilst asbestos removal was at the top of the buildings list of actions I had identified that there was an underground pressurised high temperature hot water pipe that ran directly underneath the vicinity. I ordered that investigations should be carried out to identify the integrity of the pipeline and during my design risk workshop it was reported that the pipeline carried 18 bar of pressure. All the necessary safety measures were put in place to safeguard against striking the pipe and I recommended that vibration monitoring be introduced as another safety precaution.
I also worked closely alongside UK Power Networks personnel who was responsible for the design and safe delivery of all power generation. Including new substations, HV and DC cabling and a new cooling station. The biggest challenge was logistics and monitoring health and safety within a live airport environment.
GOVERNMENT DEPARTMENTS
I was assigned to two British Government Departments: Business, Innovation and Skills and the Insolvency Service as their Health and Safety Manager. My responsibility was to ensure the safe delivery of all commercial and infrastructure policies and associated budgets across all national estate portfolios. This position also required me to liaise and provide sound advice to senior executives, Government Politicians and Trade Unions.
I was responsible for managing a team of three consultants (within a Facilities Management team) delivering full implementation of this client's safety policy and management systems (OHSAS18001 and ISO14001).
My biggest achievements at this department were the introduction of a strategic safety training programme to be delivered to over 3000 personnel, establishing a better relationship with the Trade Unions representatives and by introducing an annual safety awareness event that coincided with the European Safety Awareness Week.
Other Responsibilities:
I also undertook the additional role of Security Contracts Manager responsible for the successful delivery of £3.5M manned guarding contract across this estate. I was responsible for strategizing disaster recovery, business continuity planning, personnel protection and protest management. In this key role I liaised closely with the government secure zone on local intelligence and introduced a new building lockdown protocol that allowed for better business continuity especially during the London 2012 Olympic Games period.

Main duties and experience
• Carrying out all weekly risk assessments and inspections within a papermaking environment.
• To provide fire safety awareness advice and training to company employees and contracted personnel.
• To perform daily general fire and environmental inspections (GFEI), this also involved checking and maintaining all fire safety equipment.
• Monitoring all chemical deliveries and performing regular water and substance tests within the company's effluent treatment plant in line with COSHH Regulations.
• Keeping an up to date file system for HSE inspections.
• Over seeing all electrical repairs.
• Ensuring that all company employees abided by the regulations of the Health and Safety at Work etc act 1974, in addition to any other legislation applicable to an individual's job description.
• Being on call 24 hours a day to attend the site in event of any incident. Such incidents tended to be fire related.
