job
Head of Regulation
Human Tissue Authority.
A member of the senior management team, I worked with colleagues to ensure good governance, manage risk effectively and achieve organisational objectives. I was responsible for regulation of the post-mortem and public display sectors, leading high-profile complex inspections and regulatory decision making and developing policy and national guidance in these areas. This involved managing professional relationships with a wide range of stakeholders, including pathologists, coroners, the Police, Royal Colleges, charities and Government Departments, and providing support and assistance to bereaved people on matters within the HTA's remit.
• Implemented a standards-based system of licensing and inspection in a previously unregulated sector and, through strong leadership and an appreciation of others' perspectives, managed to bring a formidable and sceptical professional group on board.
• Effectively led HTA regulation of mortuaries and post-mortem examination, resulting in service improvements, evidenced by changes in practice and improvements in compliance with regulatory standards
• Developed national standards, guidance and policy on the management of bodies of the deceased, set out in codes of practice approved by Parliament
• Represented the HTA on high-profile national committees, providing expert advice and guidance on human tissue legislation to the HSE, MoJ, Home Office, Royal College of Pathologists and others
• Commended for helping the Hillsborough Independent Panel overcome a significant challenge involving previously non-disclosed retained body tissue
• Established a national system of reporting serious incidents involving bodies of the deceased and sharing the learning gained from investigation of these to improve practice
• Developed a proportionate and risk-based system of licensing emergency mortuaries in mass-fatality situations
• Led a national audit of human tissue retained by NHS hospitals and advised the Association of Chief Police Officers (now NPCC) on its subsequent national audit of human tissue held for police purposes
• Developed new national guidance on the disposal of pregnancy remains, to improve practice and ensure better support and involvement of women and their partners in decision-making
• Conducted a national survey of mortuary capacity and contingency, making recommendations to NHS England on the management of capacity and how to make improvements
