Communicating and Influencing
Government announced an Apprenticeship Levy in 2017 where all employers paying a wage bill of more than £3million per year were require to pay 0.5% of their payroll.
My role as Account manager was to explain levy policy, persuade employers to register on digital platform and utilise levy to meet skills requirements via apprenticeships.
Being sensitivity that most employers did not welcome the introduction of the levy, I explained levy importance in upskilling the UK work force, how levy give them control of their training and how they can meet their skills needs. I provided employers with information, advice and guidance in taking the first steps towards creating an apprenticeship programme. I achieve this by using different types of communication and resources such as responding to email queries, sharing digital resources and networking. I held face-to-face strategical meetings with employers to gain an understanding of employer's individual barriers to accessing apprenticeships.
It was clear that employers were unhappy with certain elements of apprenticeship policy but by remaining impartial and respectful of their opinions I was able to capture insight, which led to government changing policy i.e increasing levy expiry period 12 to 24 months, providing greater time to set up apprenticeship programmes. I have built relationships on trust with an understanding that I am here to support the employer and act as their voice back in to government. By 1 April 2017, I had 90% of my caseload registered on digital service and 80% planning to start an apprenticeship.
Working Together
BBC were first to launch production apprenticeship, 12 months into the programme no End Point Assessment (EPA) had been designed, and no EPA providers registered. Without EPA apprentices wouldn't be able to achieve their apprenticeship impacting on career progression and contracts being extended at substantial cost to employer.
This barrier involved multiple teams across the department such as Institute for Apprenticeship (IFA), EPA and Funding team. I would need to bring together these different teams to find a solution.
I met with IFA and EPA team to inform them of the situation and gain an understanding on barriers to the approval of production EPA. Trailblazers (a group of employers designing EPA) & IFA were struggling to agree on requirements of EPA. I updated my colleagues in account management and identified that other standards had potential to be in same situation as production standard. A task and finish group (T&F) was formed with leads from the different teams. I found the major barrier was lack of compromise between trailblazer employers and an increase in support from IFA was required.
T&F led to agreement and implementation on tighter timescales with increased meetings between trailblazer & IFA. IFA, EPA & Apprenticeship policies teams agreed that no standards would be approved without an approved EPA provider registered. Production EPA was approved resulting only in slight delays to BBC apprentices achievement with no major adjustments to their programme and new polices implemented prevented apprentices on the other standards without an EPA facing delays in achievements.
